Composing and arranging music can be done by anyone now. What you need is a PC and composing software. It's been getting easier and easier, relatively speaking, year by year. But then you will find that you need some kind of intuition to start the first phrase of the music you make. You would also need the sense to each musical instrument that you may act as a conductor or one man band or one man orchestra. The creators'have already got the skill and knowledge.
